Restricted: NO RESTRICTIONS CFDA#: OBJECTIVES:The Commonwealth provides funding under the International Researcher Exchange Program (IREX) for movement of researchers between Australian research institutions and centres of research excellence overseas. Funds are available through IREX to support high quality research in all disciplines except clinical medicine and dentistry which are funded by the National Health and Medical Research Council (NHMRC) and in the case of the United Kingdom Fellowships, all disciplines except humanities, clinical medicine and dentistry. The program specifically targets: Bi-national agreements for reciprocal exchange of researchers, previously funded under the International Research Fellowships Scheme (IRF), the Anglo-Australian Observatory (AAO) Fellowship Agreement; and the building of links between research centres of excellence in Australia and overseas by funding extended collaborations.The IREX Scheme will provide funds to: build strong ongoing collaborations between research groupings or centres of excellence in Australia and overseas, involving exchange of researchers at both senior and junior levels; strengthen international research experience for junior researchers at both postdoctoral and postgraduate levels; and enhance existing, and develop new, collaborations among senior researchers. INTERNATIONAL FELLOWSHIPS to be awarded are: (a) Anglo-Australian Observatory Fellowship - An international Research Fellowship Agreement between the UK Particle Physics and Astronomy Research Council (PPARC) and the ARC; (b) German Fellowships - International Research Fellowship Agreement between Alexander von Humboldt-Siftung (AvH) and the ARC - for brilliant young or early career researchers in humanities, social sciences, natural sciences or engineering; (c) UK Fellowships - International Research Fellowship Agreement between the UK Office of Science and Technology administered by the Royal Academy of Engineering, and the ARC - in the social sciences, mathematics, natural sciences and engineering. (d) South Korean Fellowships - International Research Fellowships Agreement among the Korea Science and Engineering Foundation (KOSEF), the ARC, the Australian Academy of Science and the Australian Academy of Technological Sciences and Engineering. (e) French Fellowships - International Research Fellowship Agreement between the French Ministry of National Education and Culture and the ARC. (e) French Fellowships - International Research Fellowship Agreement between the French Ministry of National Education and Culture and the ARC. For researchers in the fields of social sciences, mathematics, the natural sciences and engineering. For the IREX AWARDS - Organisations and countries with which the ARC has MOUs are: Austria - Australian Science Foundation (FWF); China - National Natural Sciences Foundation of China (NSFC); Czech Republic - Grant Agency of Czech Republic; EARTHWATCH; France - Centre National de la Recherche Scientifique (CNRS); Germany - Deutsche Forschunsgemeinschaft (DFG); Indonesia - Indonesian University Research Council (IURC); Italy - The National Research Council f Italy (CNR); Japan - japan Society for the Promotion of Science (JSPS); Korea - Korea Science and Engineering Foundation (KOSEF) and Korea Research Foundation (KRF); Sweden - Swedish Natural Science Research Council (NFR); Switzerland - Swiss National Science Foundation (SNSF); and The Netherlands - Netherlands Organisation for Scientific Research (NNO). RESTRICTIONS:The deadline date given above is the date by which the granting body must receive applications, proposals, etc. However, applicants should submit their proposals to their university research offices at least one week prior to this date. Please contact your Research Office for clarification.International Fellowships component of IREX - (a) Anglo-Australian Observatory Fellowship - An international Research Fellowship Agreement between the UK Particle Physics and Astronomy Research Council (PPARC) and the ARC - Any Australian or British post-doctoral researcher is eligible to apply for the award when applications are called for by advertisement. (b) German Fellowships - International Research Fellowship Agreement between Alexander von Humboldt-Siftung (AvH) and the ARC - Available to German citizens or Australian citizens or permanent residents. Any Australian higher education institution, including the IAS and CSIRO, can nominate German candidates to the ARC and any German researcher, university or research institution can nominate Australian candidates to the AvH. (c) UK Fellowships - International Research Fellowship Agreement between the UK Office of Science and Technology administered by the Royal Academy of Engineering, and the ARC. - for post-doctoral researchers (who had their degree conferred during 1996, 1997,1998 or by 31 March 1999) from the UK to work in Australia , or for Australian researchers to undertake research in the UK. Any Australian higher education institution, including the IAS may nominate UK candidates to the ARC. Any UK academic institution may nominate Australian candidates to the Royal Academy of Engineering. (d) South Korean Fellowships - International Research Fellowships Agreement among the Korea Science and Engineering Foundation (KOSEF), the ARC, the Australian Academy of Science and the Australian Academy of Technological Sciences and Engineering. Applicants must be of at least post-doctoral status. Any Australian higher education institution, including the IAS and CSIRO, can nominate South Korean candidates to the ARC and any South Korean researcher, university or research institution can nominate Australian candidates to KOSEF. (e) French Fellowships - International Research Fellowship Agreement between the French Ministry of National Education and Culture and the ARC. No restriction is placed on nationality or age, subject to normal immigration and visa requirements of France and Australia. Any Australian higher education institution, including the IAS, can nominate French candidates to the ARC. Any French academic institution may nominate Australian candidates to the French Ministry. For IREX Awards, eligible Australian researchers are researchers or academics who are Australian based. Where funding is sought for researchers to collaborate under an Memorandum of Understanding (MoU) the visiting researcher must be either a resident or citizen of the MoU country. Researchers from higher education institutions are eligible to submit proposals for all program elements. The CSIRO, the IAS and other research bodies are eligible to submit applications for fellows from Germany and South Korea. To be eligible for an IREX grant, an administering institution must undertake to provide appropriate facilities and equipment for the researcher, to meet the associated infrastructure support costs, and to continue collaboration with the international collaborator. Administering institutions can administer more than one IREX grant at any one time. An Australian host researcher, or team leader, can host only one International Researcher at any one time. For the purposes of this eligibility criterion, an IREX grant carried forward or deferred, under unforeseeable external circumstances, into the next calendar year is classified as an IREX grant for the calendar year in which it was first awarded. The Australian host researcher must be an outstanding researcher of international standing in the relevant discipline or multi-disciplinary field. If the International Researcher is hosted by a team of Australian host researchers, the team leader must be an outstanding researcher of international standing in the relevant discipline or multi-disciplinary field. A team of Australian host researchers can consist of staff from different higher education institutions or research bodies provided the team leader is a researcher employed by the administering institution. Researchers involved in IREX applications may also be eligible to apply for grants under other ARC programs, subject to the guidelines for those programs. The research projects for which an IREX application is made may include projects based in or located at a Special Research Centre or Key Centre of Teaching and Research. Approximately $2.5 million has been allocated to this scheme in 2001. INTERNATIONAL FELLOWSHIPS - (a) Anglo-Australian Observatory Fellowship - An international Research Fellowship Agreement between the UK Particle Physics and Astronomy Research Council (PPARC) and the ARC. One fellowship is to be awarded alternately to young British and Australian researchers to undertake postdoctoral work at the Anglo-Australian Observatory (AAO). Awards are funded on a 50/50 share bases between the two parties to the agreement. The duration of the fellowships is two years with an extensions of twelve months in exceptional circumstances. Entitlements include - salary at the points A1 to A3 of the ARC/DETYA Fellowship Salaries Scale (plus twenty-six percent on-costs); reimbursement of the cheapest direct return airfare for an overseas resident and his/her dependents; transfer expenses for an Australian resident Fellow and his/her dependents; removal expenses up to A$12,000 payable to the Fellow relocating from the UK and comparable expenses for an Australian resident Fellow; leave entitlements; and a Research Support Grant of $6,000 per annum. (b) German Fellowships - International Research Fellowship Agreement between Alexander von Humboldt-Siftung (AvH) and the ARC. Up to five awards annually to be made to brilliant young or early career researchers. Awards are available for a period of four to twelve months and are not extendable nor granted a second time. Successful applicants must take up the fellowship within six months of offer. Entitlements include salaries; health and accident insurance; round-trip business class airfares for the award winner (travel expenses for spouse/partner and dependent children only if accompany the award winner and stay in the host country for at least six months)and cost of attendance at a major conference in Australia, including travel. (c) UK Fellowships - International Research Fellowship Agreement between the UK Office of Science and Technology administered by the Royal Academy of Engineering, and the ARC. Up to five research Fellowships may be awarded by the ARC in 2001 to post-doctoral researchers from the UK to work in Australia. Australian researchers may seek awards through their UK host researcher. The duration of the fellowship is four to twelve months - not extendable and not granted a second time. Successful fellows must take up the Fellowship within six months of offer. Entitlements include allowance for the nominee's salary. ARC awards are from points A1 to A3 on the ARC/DETYA Research Fellowship Salary Scale; A contribution towards subsistence; cost of attending a major conference in Australia, including travel and registration; consumables; and return economy class airfare. (d) South Korean Fellowships - International Research Fellowships Agreement among the Korea Science and Engineering Foundation (KOSEF), the ARC, the Australian Academy of Science and the Australian Academy of Technological Sciences and Engineering. At least 3 awards available to Korea and three awards to Australia each year. Up to ten to each country each year may be available, depending on funds. Duration of the fellowships is four to twelve months and successful applicants must take up the fellowship within 6 months of offer. (e) French Fellowships - International Research Fellowship Agreement between the French Ministry of National Education and Culture and the ARC. Up to five research Fellowships may be awarded by the ARC in 2000 to researchers from France to work in Australia. Australian researchers may seek awards, through their French host researcher. The duration of the fellowships is four to twelve months - awards can not be extended and cannot be granted a second time. Successful applicants must take up the Fellowship within six months of offer. Entitlements include: allowance for the nominee's salary; cost o attendance at a major conference in Australia including registration and travel; consumables; return economy class airfares; and medical and accident insurance. No responsibility will be taken for any costs associated with visits by family members. (2) IREX AWARDS - The ARC also has MoUs with several other countries and will fund researcher exchange within the scope of these agreements. In addition, researcher exchange may be funded with countries with which Australia has traditional research links (UK, USA, India, NZ and Canada). The Duration of these awards may be up to three years of collaboration, including visits by senior researchers, post-doctoral researchers and post-graduate students. Visits by senior researchers (Chief Investigators) may be for short periods but visits by junior researchers should be for more substantial uninterrupted periods, typically three months or more. (a) Support in this category extends to: researchers travelling from Australia - an international return air fare and a contribution to the consumables necessary for the work to be performed whilst visiting the overseas institution; (b) researchers coming to Australia - a contribution to living expenses (up to $550 per week); internal travel; in 'exceptional circumstances' (e.g., the collaborator is from an economically disadvantaged country), a contribution to the international economy class air fare; and a contribution to the consumables necessary for the work to be performed whilst visiting Australian institutions. The international partner organisation should be approached by the collaborating researcher for contribution to costs based on the terms of agreements. For the purpose of this program, the following items are not regarded as elements of IREX and will not be funded. Support of conferences or seminars; the salaries of teaching and research and research only academic staff (including the cost of "buying time" to free such staff to do more research), except for the International Fellowships element where a contribution to the salary of the Fellow is a component of the Fellowship; The salaries of staff supporting research at the institutional level (e.g., Deputy Vice-Chancellor Research, Research Grants Officer); Infrastructure support costs - these are the responsibility of an administering institution. The costs of ongoing collaboration with International Researchers and/or their home institutions incurred after completion of the IREX project.
